I recommend against publication. The issues found (and I think there could be some debate about whether the issues raised in the paper are legitimate; this was the bulk of my review activities) were too few, and for too few papers, to warrant further work with the submission. The commentaries could start with the lack of power, and I don't know where they would go from there. Respond to hypothetical criticisms of other papers?

I thought the approach might be used to look for a relationship between the number of citations and the number of issues. For that to work, I think the authors would need to have expert evaluators look at dozens of papers, checking for inter-rater reliability of the identification of issues. My guess, however, if that there would be no relation between citations and issues; I think citations are based on the subject matter and findings (making the submission's sample based on citations seem arbitrary). A huge sample could allow a quality comparison/competition between journals, or between journal pubs and conference pubs, but I have trouble imagining a result that would be of interest. What would we conclude if conference X, viewed as a boondoggle, is shown to be as soundly reviewed as conference Y?

Again, I think the approach of previous papers (i.e., the CHI 2012 on by the authors, Paul Chairns' paper in BCS HCI 2007) of looking at the prevalence of issues in many papers is more likely to spark a fruitful discussion, especially if there is measurable agreement (inter-rater reliability) that issues exist.

It just occurred to me that the submission makes no reference to Cohen on power. Cohen made his name decrying the lack of power in behavioral research, and I would expect there to be a reference, such as:

Finally, at the risk of being too topical, I recently read Nate Silver's book "The Signal and the Noise" in which he promoted Bayesian analysis over Fisherian significance testing. I'd love to read the submitting authors' review of that part of the book. Great book, not just for political and sports junkies.
