but I can't find ANY requirements, let alone for web services like ours.
While I now have a good idea what the Deputy Minister shall or shall not do,
I have no idea what said official has done?

Can you point me to a list of requirements? My preferred answer would be
that the Assistant Lieutenant to the Deputy Minister has chosen WCAG 2.0,
Level AA, but that would be too easy, I'm afraid.

That sounds like a good rumour, and I agree with you about the difference between
Level A and Level AA. I am arguing that issue at OCLC right now. People want to work
on Level A and then look at Level AA. Some practices are suggested based on Level A
guidelines and lower levels. For example, 1.3.1 Info and Relationships (level A)
can be addressed in part by the use of Headings tags, but the use of Headings tags
is part of 2.4.6 Headings and Labels (Level AA). Just for information architecture,
I favour a Level A priority for the use of Headings. It may be that a more agressive
interpretation of Level A guidelines might be very close to a looser interpretation
of Lewel AA. Contrast levels come to mind as an exception.

Looking over your Level AA document (thanks for that), I was reading the section
on text on graphics, and besides accessibility, translation is my usual reason for
avoiding it. Every language requires a new image, and any changes require that
images are changed for all languages. At OCLC, my experience has been that no images
with translated text have ever been mofified after the original creation.
Often, when arguing about the need for accessibility, I am more successful if
I can make arguments about translation at the same time.

The language markup issue is one that you might try to promote using a talking
GPS. In Montreal, I use a fr-CA voice on my GPS because the en pronunciations of
the French names are so unintelligible they are often hilarious, but seldom useful.
Some of the best that come to mind are "de Maisonneuve" and "Ile-des-soeurs";
I can't describe the way my GPS says Maisonneuve, but because of the circumflex
of the I, Nuns Island comes out as il-y-il-y-dessers.
